Attorney General Greg Abbott needs your help to find Child Support Evader Carlos Garay, one of the Most Wanted Child Support Evaders
in Texas. Garay, who was named a Child Support Evader in March 2002, owes $43, 381 for the care of two sons from San Antonio. Garay
has turned his back on his children by going underground to elude officials and willfully avoid arrest on his child support case.
When Garay and the children's mother divorced in 1987, Garay was ordered to pay $100 per month in child support. He did not follow
the order and by 1993 owed almost $7,000 in unpaid child support. Garay was given many opportunities to catch up on his payments, but
refused to do so. An arrest warrant was issued in March 1995, after Garay failed to appear at a court hearing to address his noncompliance.
Garay has not made a single child support payment in more than nine years. Due to missed payments and interest that accrues on unpaid
child support, Garay now owes more than $43,000 in unpaid child support.
Law enforcement and Special Enforcement Operations investigators from the Attorney General's Office have searched the state for Garay,
who is working hard to avoid detection. Relatives allow Garay to receive mail at their addresses, making it easier for him to hide
from authorities and avoid arrest on his child support case. Contact the Attorney General's Office at 1-866-EVADERS (382-3377) to

The Child Support Evaders are being singled out because they have the ability to take responsibility for their children, but refuse
to do so. Incarceration is the only option for parents who flagrantly ignore a court's order to pay child support. The Attorney
General's Office helps parents who lack the ability to pay child support by referring them to job training and employment services.

Criteria for a parent to be named a Most Wanted Child Support Evader:
Court-ordered delinquent support must be in excess of $5,000
Arrest warrant must have been issued for non-support
Location of non-custodial parent is unknown
Parent has not made any payments in the last six months
Non-custodial parent must not be involved in bankruptcy proceedings
Non-custodial parent must not be receiving welfare benefits
Because we must make Child Support information public, the custodial parent must sign a confidentiality waiver.
