HUMAN TRAFFICKING UNIT  

In Smith County, Brandon Lee Mon Johnson pled guilty to continuous trafficking of persons and sexual assault of a child on February 28 in Smith County. Johnson was sentenced to 40 years confinement in a Texas Department of Criminal Justice prison.  

CHILD EXPLOITATION UNIT 

In Bexar County, Mel Alan Loeffler was arrested on March 3 on five counts of possession of child pornography. Loeffler provided a voluntary statement and confessed to downloading and viewing images and videos of child pornography. He was then transported to the Bexar County Jail where he was booked without incident. This case was received as a NCMEC CyberTipline Report. 

In Bexar County, Rudy Jesse Garza was arrested on March 2 for one count of possession of child pornography. Garza was transported to the Bexar County Jail where he was booked without incident and will appear before a magistrate. This case was received as a NCMEC CyberTipline report. 

In Brazos County, Wayne Marcus Silva was arrested on March 8 after being charged with three counts of possession of child pornography. The 49 year-old Brazos County resident gave a full confession to posing as a 16-year-old male to communicate via social media with a 12-year-old female in Seattle. Silva requested the child send him nude photographs and videos of herself. Silva’s case will be presented to a Brazos County grand jury for five counts of possession of child pornography and sexual performance by a child. This apprehension first came as a referral from the Seattle Washington Internet Crimes Against Children (ICAC) Taskforce. 

In Kerr County, Christopher Allen Cuellar pled guilty to three counts of aggravated sexual assault of a child, three counts of indecency with a child through sexual contact, and two counts of promotion of child pornography on March 1. Cuellar is scheduled for a sentencing hearing in May. This case was referred from a proactive undercover ICAC investigation from North Carolina.   

In McLennan County, a Grand Jury returned a one-count indictment for possession of visual depictions of sexual activities by minors against Steven Rathbun on March 8. This case was referred by the NCMEC CyberTipline report.  

In Williamson County, Aidan Wix was sentenced to 10 years deferred adjudication on four counts of possession of child pornography on March 2. He confessed that he downloaded and possessed multiple images of child pornography. Wix was previously arrested on four counts of possession of child pornography. 

FUGITIVE APPREHENSION UNIT 

In Atascosa County, Franklin Lee Moran was arrested on March 1 for outstanding warrants for conspiracy to possess with intent to distribute fentanyl and possession with intent to distribute fentanyl, both issued by the Drug Enforcement Administration. The United States Marshals Lone Star Fugitive Task Force also assisted in this arrest. 

In Bexar County, Andrew Banda was arrested on March 11 for an outstanding warrant for aggravated assault with a deadly weapon. The United States Marshals Lone Star Fugitive Task Force assisted with this arrest. 

In Bexar County, Edward Joseph Rodriguez was arrested on March 3 for outstanding warrants for two counts of possession with intent to deliver controlled substance, unlawful carry of a handgun and aggravated assault with a deadly weapon. Rodriguez is a confirmed Texas Mexican Mafia Mexikanemi gang member. The United States Marshals Lone Star Fugitive Task Force assisted with this apprehension.  

In Bexar County, Fernando Martinez, Jr. was arrested on March 7 for failure to comply with the terms of his parole by cutting his ankle monitor. Martinez was previously convicted of sexual assault of a child in Bexar County and sentenced to 10years of probation. Probation was revoked in 2018 and Martinez was then sentenced to 5 years in prison. 

In Collin County, Gregory Bailey Boxell was arrested by the Rowlett Police Department on March 2 for outstanding warrants for burglary of a habitation, threatening to use a weapon, and stalking. 

In Dallas County, Cameron Curtis Palmer was arrested on March 2 for violating his parole by absconding. Palmer was previously convicted of assault of a family/household member through impeding breath/circulation and injury to a child/elderly/disabled, with intent to commit bodily injury, for which he was sentenced to 15 years in prison.  

In Fort Bend County, Daniel Alexander Padilla was arrested on March 9 for an open felony warrant for attempted sexual assault of a child. At the time of Padilla’s arrest, he was found to be noncompliant and an additional charge of failure to comply with sex offender registration requirements was filed. Padilla is a convicted sex offender who was previously convicted of attempted sexual assault of a child and sentenced to 8 years of probation. The United States Marshals Service, Gulf Coast Violent Offender and Fugitive Task Forces assisted in this apprehension. 

In Freestone County, Joshua Lee Daniels was arrested on March 8 for failure to maintain sex offender registration requirements. Daniels was previously convicted of indecency with a child by contact and was sentenced to 20 years in prison.  

In Galveston County, Jesse Lopez, Jr. was arrested on March 7 for an outstanding warrant for aggravated sexual assault of a child. The Gulf Coast Violent Offender Task Force assisted with this apprehension. 

In Galveston County, Austin Ryan Zamora was arrested on March 2 for an outstanding warrant for deadly conduct through discharge of a firearm in an occupied dwelling. The Gulf Coast Violent Offender Task Force assisted with this arrest. 

In Harris County, Alyssa Gonzalez was arrested March 1 for an outstanding warrant for conspiracy to possess with intent to distribute over five kilos of cocaine. The Gulf Coast Violent Offender Task Force and Drug Enforcement Administration assisted in this apprehension. 

In Harris County, Sammy Saldivar was arrested March 1 for outstanding warrants for conspiracy to launder monetary instruments, laundering of monetary instruments, conspiracy to possess/distribute cocaine, and possession with intent to distribute cocaine. At the time of his arrest, US Marshals Service personnel found Saldivar to be in possession of approximately 45 pounds of marijuana, two firearms, approximately $20,000 in cash, and additional narcotics. The Gulf Coast Violent Offender Task Force and Drug Enforcement Administration assisted in this arrest. 

In Harris County, Letravia Elaine Pruitt was arrested on March 4 for an outstanding warrant for abandoning/endangering a child and criminal negligence. The Gulf Coast Violent Offender Task Force assisted with this arrest. 

In Harris County, Deante Ray Henry was arrested on March 4 for two outstanding warrants for failure to appear for aggravated robbery, two outstanding warrants for failure to appear for abandoning/endangering a child and an additional outstanding warrant for possession of marijuana. The Gulf Coast Violent Offender Task Force assisted in this apprehension. 

 In Harris County, Kennard Robinson was arrested on March 4 for an outstanding warrant for aggravated assault causing bodily injury. The United States Marshals Service, Gulf Coast Violent Offender and Fugitive Task Forces assisted with this arrest. 

In Harris County, Ronnie Dewayne Lynch was arrested on March 8 for two outstanding warrants for aggravated assault with a deadly weapon (firearm) and unlawful possession of a firearm. Lynch is a confirmed Get Money Click gang member. The Gulf Coast Violent Offender Task Force, Gulf Coast Violent Offender Task Force, and Harris County Precinct 2 Constables Office Special Operations Unit assisted with this apprehension.  

In Harris County, Namon David Stewart was arrested on March 8 for three outstanding warrants for aggravated assault with a deadly weapon (firearm), unlawful possession of firearm, and deadly conduct through discharge of a firearm. Stewart is a confirmed Get Money Click gang member. The Gulf Coast Violent Offender Task Force assisted with this arrest. 

In Smith County, Quintraivous Lakeith Jackson was arrested on March 7 for two outstanding warrants for aggravated assault with a deadly weapon. The Joint East Texas Fugitive Task Force assisted with this arrest. 

In Smith County, Santos Gabino Solis was arrested on March 8 for an outstanding warrant for continuous sexual abuse of a child. The Joint East Texas Fugitive Task Force assisted with this arrest. 

In Smith County, Arquimides Arellano was arrested on March 11 for an outstanding warrant for continuous sexual assault of a child. The Joint East Texas Fugitive Task Force assisted with this apprehension. 

In Smith County, Jaqualin Xavier Humphrey was arrested on March 14 for five outstanding warrants for aggravated assault with a deadly weapon. The Joint East Texas Fugitive Task Force assisted with this arrest. 

In Tarrant County, Johnathan Zechariah Loyola was arrested by the Tarrant County Sheriff’s Office on March 11 for outstanding warrants for murder and aggravated assault with a deadly weapon. 

In Travis County, Kent Alan Cannon was arrested on March 1 for an outstanding warrant for indecency with a child by exposure. The United States Marshals Lone Star Fugitive Task Force assisted with this apprehension. 

In Travis County, Sevon Herman Randle was arrested on March 14 for an outstanding warrant for capital murder. The United States Marshals Lone Star Fugitive Task Force assisted with this apprehension. 

In Travis County, John Paul Rangel was arrested on March 2 for an outstanding warrant for murder. Rangel is a confirmed Gangster Disciples gang member and a registered sex offender. The United States Marshals Lone Star Fugitive Task Force assisted with this arrest. 

In Travis County, Juan Carlos Hernandez-Guillen was arrested on March 2 for an outstanding warrant for aggravated assault with a deadly weapon. The United States Marshals Lone Star Fugitive Task Force assisted in this apprehension.  

In Travis County, Valisse Wentz was arrested on March 2 for outstanding warrants for dangerous drugs and probation violation by smuggling aliens. The United States Marshals Lone Star Fugitive Task Force assisted with this arrest. 

In Williamson County, Justin McKibben was arrested on March 3 for an outstanding warrant for sexual assault of a child. The United States Marshals Lone Star Fugitive Task Force assisted in this apprehension. 

In Williamson County, Severiano Gonzales was arrested on March 4 for an outstanding warrant for possession with intent to promote child pornography. The United States Marshals Lone Star Fugitive Task Force assisted with this arrest. 

In Williamson County, Ismael Geraldo Chavez was arrested on March 7 for violating the terms of his parole by moving residences without permission. Chavez was previously convicted of obstruction/retaliation and assault of a family/household member and sentenced to 8 years in prison. 

In Williamson County, Gregory Brazell was arrested on March 7 for multiple outstanding warrants for theft ($50,000), criminal conspiracy/theft of a motor vehicle and criminal conspiracy to commit theft, racketeering, criminal conspiracy to commit felony theft, illegal possession of stolen things, and theft by fraud.
