CORNYN ANNOUNCES MOST WANTED CHILD SUPPORT EVADERS
Delinquent Parents Owe Substantial Child Support and Evade Arrest
AUSTIN - Texas Attorney General John Cornyn today named ten Texans as "The Most Wanted Child Support Evaders." These Texans repeatedly fail to pay substantial amounts of child support and willfully evade arrest.
"Those on the Most Wanted Child Support Evader List and anyone who owes child support should know that my office will use every legal means to see that they own up to their responsibilities," said Attorney General Cornyn. "I ask the public to assist us in finding these Evaders. If you have a tip, please call our hotline at 1-800-797-5437."
The Office of the Attorney General works with local authorities to arrest and incarcerate delinquent noncustodial parents. The Evaders are wanted on civil warrants and face up to six months in jail.
For a parent to be listed as a Most Wanted Child Support Evader, there must be a court-ordered obligation with delinquent support in excess of $5,000 and an arrest warrant issued. The location of the noncustodial parent is unknown, and the parent has not made any payments in the last six months. The noncustodial parent must not be involved in bankruptcy proceedings or receiving welfare benefits. To make information public, the custodial parent must sign a confidentiality waiver.

Kenneth McMillen owes $100,314 for three children in Burleson, Texas
Bonnie Jack Byrd, Jr. owes $75,868 for one child in Wichita Falls, TX
William "Jack" Hart owes $34,719 for two children (one in S. Houston and one in
Evaristo Gutierrez owes $34,261 for three children in Robstown, TX
Adalberto Chavez owes $24,628 for three children in Harlingen, TX
Randall Garza owes $17,898 for one child in Laredo, TX
Rayfus M. Wesley owes $14,825 for one child in Dallas, TX
Adalberto Villafranca owes $8,996 for one child in Brownsville, TX
Juan Jose Flores owes $8,439 for one child in Corpus Christi, TX
Raymundo Pena owes $7,586 for one child in Laredo, TX
The first Most Wanted Child Support Evaders List was announced in July, 1999 and the second list was announced by the Attorney General in January, 2000. Of the 20 Evaders named by the Attorney General, 11 have been arrested or have surrendered to authorities including recent arrests in Las Vegas, Nevada, Seattle, Washington and Fort Lauderdale, Florida.
