ATTORNEY GENERAL CORNYN ANNOUNCES ARREST OF MOST WANTED CHILD SUPPORT EVADER
Former Wichita Falls Father Arrested Today in Dallas
AUSTIN - Texas Attorney General John Cornyn announced today the arrest of Most Wanted Child Support Evader Jessie Rakestraw, who owes $16,709 for two children who live with their mother in Electra, TX. Rakestraw's case was included on the Attorney General's most recent list of the ten Most Wanted Evaders announced on Oct. 2, 2002.
"We have now brought to justice one of the most wanted Child Support Evaders in Texas. My office will continue working with law enforcement officials to send the message to all dead beat parents that we are committed to finding them and to making them live up to their responsibilities, or suffer the consequences," Attorney General Cornyn said.
Rakestraw was arrested at his home in Dallas as a joint effort between the Dallas County Constable's Office and investigators with the Attorney General's Child Support Division. Rakestraw's arrest is the direct result of a tip to the AG's toll free evader hotline in response to last week's release of the top ten Most Wanted Child Support Evaders.
Rakestraw is currently being held in the Dallas County Jail on civil charges stemming from his failure to pay child support. He will be returned to Wichita County to face pending court action. Rakestraw has only paid $281 toward his child support debt in the last two years. He could face up to six months in jail and a fine of $500 for each failure to pay his monthly child support.
For a parent to be named a Most Wanted Child Support Evader, court-ordered delinquent support must be in excess of $5,000 and an arrest warrant issued. The location of the noncustodial parent is unknown, and the parent has not made any payments in the last six months. The noncustodial parent must not be involved in bankruptcy proceedings or receiving welfare benefits. To make information public, the custodial parent must sign a confidentiality waiver.

Thomas Shavers owes $75,165 for two children in Forney, Texas.
Russell Franklin Green owes $71,112 for three children in Rhome, Texas.
John E. Moses owes $65,219 for one child in Houston, Texas.
Louis Torres owes $63,743 for two children in San Angelo, Texas.
Thomas Gene Dieringer owes $43,691 for three children in Conroe, Texas.
William Anthony Osborn owes $36,142 for two children in Abilene, Texas.
James D. Johnson owes $33,034 for two children in Little Elm, Texas.
William John Shepherd Jr. owes $28,479 for one child in Nacogdoches, Texas.
Jerry Dale Keefer owes $25,512 for three children in San Marcos, Texas.
Of the 71 Evaders named by the Attorney General since July 1999, 33 have been arrested or have surrendered to authorities in such cities as Las Vegas, Seattle and Fort Lauderdale.
