Attorney General Greg Abbott Names Victoria Resident Child Support Office Manager of the Year

VICTORIA – Texas Attorney General Greg Abbott recognized David Kabela, office manager for the Child Support Division’s Victoria field office, for his commitment to Texas children. Kabela, who was named “Office Manager of the Year,” received the honor Tuesday at the Statewide Child Support Managers’ Meeting in Dallas.

“David Kabela is a phenomenal manager whose leadership of the Child Support Division’s Victoria office has made a real difference in the lives of Texas children,” Attorney General Abbott said. “Thanks to dedicated managers like David, the Child Support Division continues to break new collection records and earn top rankings for efficiency and effectiveness. The Child Support Division and Texas families alike benefit from David’s commitment to public service and excellence.”

Kabela was selected from among 85 office mangers across the state based on recommendations from his peers and supervisors, with a particular focus on his willingness to go beyond his normal duties to serve Texas children.

Kabela, a graduate of the University of Houston-Victoria, began his career with the Child Support Division in 1987, when he became a child support officer. He was promoted to office manager of the Victoria office in 2000. Last month, Kabela received the “Outstanding Manager of the Year” award from the National Child Support Enforcement Association (NCSEA). He also was named the Texas Child Support Division’s “Office Manager of the Year” in 2006.

Kabela was chosen to be the Child Support Division’s “Office Manager of the Year” because under his leadership, the Victoria office is number one out of 58 child support offices in the state for meeting federal goals to establish paternity, set child support orders, and collect current and past due child support. Kabela also is selfless and giving when it comes to sharing his child support knowledge. He is truly dedicated to all of the families served by the Child Support Division, not just the ones his office serves.

Kabela’s colleagues praised his passion for providing young Texans the financial and medical support they need and deserve.

“David Kabela’s knowledge of our business and his unwavering dedication to the mission of the Child Support Division and more importantly, to the families he serves, is admirable and awe-inspiring,” said Regional Administrator Mara Friesen. “David looks upon the challenges we face as managers in child support as opportunities for growth.” 


The Victoria office handled more than 20,000 child support cases and collected $63 million in child support for the state fiscal year that ended August 31.
