By law, the Office of the Attorney General maintains the Texas Evidence Collection Protocol for medical and law enforcement personnel who collect evidence for a sexual assault or other sex offense.  

Evidence Collection Protocol and Kit

The Texas Evidence Collection Protocol (TECP) provides the list of procedures and contents for an evidence collection kit to be used for the collection and preservation of evidence of a sexual assault or other sex offense.

Recent events, including the COVID-19 health crisis, have impacted sexual assault evidence kit (SAEK) vendor ability to maintain production levels to fill current and future orders for SAEKs.

The Emergency Preparedness Plan for Reduced Sexual Assault Evidence Collection Kit Stock are OAG approved suggested guidelines for creating non-vendor SAEKs during circumstances when vendor production is low.

This Emergency Preparedness Plan does not supersede other guidance provided by the Texas Evidence Collection Protocol for health care professionals in Texas providing forensic medical assessments of persons who present with concern for, or history of, sexual victimization, or for assessment of those who are suspected of committing sexual offenses.
