ELECTION INTEGRITY UNIT 

In Gregg County, Shannon Brown and his wife, Marlena Jackson, pled guilty to one count each of Election Fraud on January 20 and were sentenced to one year of probation. This case involved allegations of unlawful assistance and election fraud in the March 2018 Gregg County Primary Election. Brown, Jackson, and two other suspects allegedly engaged in activity to harvest votes for Brown’s campaign. The Texas Attorney General’s Office conducted the investigation, and the case was then referred to the Gregg County District Attorney, who conducted the prosecution. 

HUMAN TRAFFICKING UNIT  

In Travis County, a victim recovery operation was conducted on January 18 in Austin resulting in five adult female trafficking victims being identified and offered support services. 

FUGITIVE APPREHENSION UNIT 

In Bastrop County, Joel Gonzalez was arrested on January 18 on outstanding warrants for two Counts of Sex Offense - Child Fondling and Felony Indecency with a Child. The United States Marshals Lone Star Fugitive Task Force assisted in this apprehension. 

In Bexar County, Christian Anthony Macias-Espino, aka “Christian Medellin,” a Tango Orejon Gang member, was arrested on January 20 for violating the conditions of his parole by technical violations. Macias-Espino was previously convicted of Unlawful Possession of Firearm by Felon - Felony 3rd Degree, and was sentenced to two years in prison.  

In Bexar County, Marcos Flores, Jr. was arrested on January 19 for violating the conditions of his parole by incurring curfew violations. Flores, Jr. was previously convicted of Injury to Child with Intent Bodily Injury - Felony 3rd Degree and was sentenced to 5 years on probation. In 2021, his probation was revoked, and he was sentenced to 3 years in prison. 

In Bexar County, Henry Ramirez Martinez III, a Mexican Mafia Gang member, was arrested on January 18 on an outstanding warrant for Assault Family Violence 2nd Offense - Felony 3rd degree and for violating the conditions of his parole by accruing other charges. Martinez III was previously convicted of Manufacture or Delivery of Controlled Substance Penalty Group 1, 4 to 200 gm - Felony 1st Degree, and was sentenced to 10 years in prison. The United States Marshals Lone Star Fugitive Task Force assisted in this arrest. 

In Dallas County, Noe Lenin Martinez was arrested on January 20 on an outstanding warrant for Indecency with a Child.  

In Ellis County, Cody Dewayne Fortman, a confirmed Johnson St. Click Gang member, was arrested on January 19 on an outstanding warrant for Tampering with a Witness.  

In Falls County, Damiean Raysean Hamilton was arrested on January 14 for violating the conditions of his parole by absconding from his residence and for an outstanding warrant for Sex Offender Registration Violation. Hamilton was previously convicted of Sexual Assault - Felony 2nd Degree and was sentenced to two years in prison. He was also convicted of Sex Offender Duty to Register Life Annually - Felony 2nd Degree and was sentenced to 10 years in prison, to be served concurrently with his two-year sentence.  

In Harris County, Carl Wayne Chambers was arrested on January 20 for violating the terms of his parole by incurring a monitor violation. Chambers was previously convicted of Rape of a Child and sentenced to five years in prison. He was also previously convicted of Murder and was sentenced to 45 years in prison. Chambers is currently on parole for a different conviction. 

In Harris County, Reginald Renard Johnson was arrested on January 20 for violating the terms of his parole by failing to report. Johnson was previously convicted of Sexual Assault and was sentenced to two years in prison. Johnson is currently on parole for Failure to Comply as a Sex Offender and Theft.  

In Hays County, Chris Esquivel was arrested on January 19 for violating the conditions of his parole by breaking curfew after hours. Esquivel was previously convicted of Aggravated Assault with a Deadly Weapon - Felony 2nd Degree and was sentenced to 15 years in prison.  

In Mahoning County (State of Ohio), Scott Alan Covington was arrested on January 19 for violating his parole by failing to report. Covington was previously convicted of two counts of Sexual Assault of a Child and one count of Indecency with a Child by Sexual Contact, for which he was sentenced to four years in prison. Covington failed to maintain sex offender registration requirements and he is currently on parole for a suspended six-year sentence on a conviction for Deadly Conduct Discharge of a Firearm in Johnson County.  

In Smith County, Matthew Alexander McDonald was arrested on January 20 for violating his federal supervised release by watching pornographic videos and was also arrested for Driving While Intoxicated. McDonald was previously convicted of Sexual Assault of a Child and was sentenced to eight years in prison. He was also convicted of Failure to Register as a Sex Offender, for which he was sentenced to 30 months of incarceration and 10 years federal supervised release. The United States Marshals Service and the Joint East Texas Fugitive Task Force assisted in his apprehension. 

In Tarrant County, Alan Ray Blakely was arrested on January 19 for failure to maintain sex offender registration requirements. Blakely was previously convicted of Indecency with a Child by Sexual Contact and was sentenced to three years in prison.  

In Wharton County, Jose Trevino Ramos was arrested on January 21 for violating the terms of his parole by failing to complete a mandatory drug course. Ramos was previously convicted of Sexual Assault of a Child and was sentenced to four years probation. Ramos is currently on parole for a 2020 conviction of Failure to Comply with Sex Offender’s Duty to Register. 

In Williamson County, Enrique Matos-Herrera was arrested on January 14 on an outstanding federal warrant for Probation Violation – Fraud by Wire. The United States Marshals Lone Star Fugitive Task Force assisted in this arrest.
