The Office of Attorney General is modernizing the statewide automated victim notification system (SAVNS), which includes a new software vendor (Sylogist) and direct interfacing with the Texas Dept of Criminal Justice’s victim notification system. The goal is a common and seamless experience for victims as they track the status of offenders from the County to the State level.
The Sylogist software will be replacing the legacy VINELink program. Crime victims will be able to create (register) an account in the new SAVNS portal and customize their notification preferences. This enhanced approach allows victims to select the circumstances and methods they are notified and does not require victims to re-register as the offender is transferred from the county to the state corrections facilities.
The new SAVNS portal provides the same capabilities as VINELink, including 24-hour website access and updates via a toll-free number.
SAVNS Grant Recipients
The SAVNS Modernization Project automatically includes current SAVNS grant recipients in the scope of the project. County entities (Jails, District Courts, and County Courts) that are currently funded by the OAG’s grant division will be transitioned from VINELink to Sylogist’s platform at no cost. All the fees for software interface design, build and migration waived for the OAG’s current grant recipients.
Similarly, the service costs for current grantees will be covered by the OAG’s SAVNS grant program moving forward. Counties will have the flexibility to coordinate quarterly, semi-annual, or annual invoices with Sylogist. More details about invoicing during FY2026 will be published at a later date.
Several counties have inquired about adding their district court or jail to the new SAVNS portal offered by Sylogist. At this time, new entities will be added beginning in FY2027. More information will be published at a later date.
