As an advocate, you play a key role in helping victims get the support they need. Presumptive Eligibility (PE) is designed to make the process faster and easier for you and the victims you assist. It allows you to confirm eligibility more quickly and move victims forward in their compensation journey.

Presumptive Eligibility is a faster way to apply for Crime Victims Compensation (CVC). It was created for trained advocates and law enforcement professionals to speed up non-urgent CVC applications. With PE, eligible advocates can submit a special packet that helps streamline the process.

Important: Only trained and certified law enforcement (LE) advocates can use this process. After completing the training, each PE advocate receives a personal ID number. You must use this ID to submit PE applications.

Who Can Use Presumptive Eligibility?

Presumptive Eligibility is available to: 
• Law Enforcement and criminal justice advocates 
• Victim services agency staff

How Does Presumptive Eligibility Work? 

There are two ways to use Presumptive Eligibility: 

  1. Direct Submission – Trained Law Enforcement or criminal justice advocates who have access to offense reports can send the PE packet directly to CVC.
  2. Partnership Relay – Advocates who work with victims but don't have access to offense reports can team up with local law enforcement to get the required documents. 

Required Documents for Presumptive Eligibility 

A complete Presumptive Eligibility packet includes: 

  1. PE Coversheet
  2. Complete, signed CVC application
    1. Must include a valid mailing address
    2. Victim/claimant must provide a handwritten signature on the affidavit page with a: 
      • Printed name 
      • Date of signature 
      • Date of birth
  3. Full, unredacted offense report
  4. Supporting documents
    1. Any documents needed to process and pay a bill
    2. Any other relevant documentation

How to Submit a Presumptive Eligibility Application 

Follow these steps for a quick processing time: 

  • Submit via the webform
  • Do not mail the request or submit it through the CVC portal. These methods will delay processing.
  • Only advocates with PE training and a valid PE User ID can submit applications.

What Happens Next? 

  • Your application will be reviewed promptly.
  • If any information is missing, we'll contact you and allow 2 days to provide it.
  • If the missing information is not provided within 2 days, the application will be processed as a Regular claim.
